1. Open the original image and press Ctrl+Shift+Alt+~ to bring up the channel selection.

Create a new layer, edit-fill with white, press Ctrl+E to merge the layers;

2. Select the burn tool,

Darken around the eyes and the edges of the hair;

3. Create a new layer, set the foreground color to #A3111C, and change the layer blending mode to "Color".

Use the brush tool to dye the highlights of your hair;

4. Create a new layer, set the foreground color to #E0297D, change the layer blending mode to "Color", and use the brush tool to dye the remaining hair;

5. Press Shift+Ctrl+E to merge all layers, press Ctrl+J to copy the layer, Filter-Blur-Radial Blur, quantity 10, Blur method: Rotation, Quality: Good;

Change the layer blending mode to: Soft Light;

6. Press Ctrl+E to merge the layers, then press Ctrl+J to copy the layer, Filter-Blur-Gaussian Blur, with a radius of 4 pixels;

Change the layer blending mode to: Overlay;
