Adjust the threshold of one of the layers to create some particles:

Contrast must be adjusted:

Snow doesn't feel as gloomy as rainy days
Use hue to express the hazy taste:

The swimming pool is much easier to handle, just cover it with a white paintbrush!

Strengthen the contrast, reduce the color levels, and use the magic wand to select the area where snow may accumulate:

Reselect the area that should be painted but is not selected:
