Let’s look at the effect first.
Create a new file.
Set the foreground color to #252525 and press Alt+Backspace to fill it with the background color. Create a new layer "Box", draw a 354*70px rectangle with the fill color #4f4f4f, and double-click the layer to stroke.

Draw a rounded rectangle with an angle of 10px, color #eeeeee, and add an inner glow style.
