Artificial intelligence research company OpenAI recently submitted its recommendations on the AI action plan to the US government. The strategic report is led by the White House Office of Science and Technology Policy and aims to formulate a development strategy for the United States' artificial intelligence industry. OpenAI's proposal comes from its economic blueprint released in January this year, covering the application of artificial intelligence in key areas such as national security, infrastructure and energy.

These recommendations elaborate on how the United States should maintain its leading position in the artificial intelligence industry and highlight the potential challenges posed by China's rapid development and deployment in this technology field. The proposals proposed by OpenAI mainly emphasize the "freedom-centered" policy, advocate opening up the acquisition of artificial intelligence development technologies and protecting the rights of content creators to ensure that the industry can progress without excessive regulation.
Among the numerous suggestions, OpenAI called on the federal government to establish a "voluntary partnership" with the private sector, aiming to protect American AI companies from "overly heavy" state laws. In addition, OpenAI also proposed that the United States needs to formulate an export control strategy to promote the global application of American artificial intelligence systems and establish a copyright strategy that not only protects the rights and interests of content creators, but also "maintains the ability of American artificial intelligence models to learn from copyrighted materials."
These proposals are considered an important means to protect the US artificial intelligence industry, strengthen national security, and maintain its competitive advantage with the Chinese market. "To maintain the U.S. leadership in the field of artificial intelligence means building the necessary infrastructure to address the People's Republic of China and the resources it mobilizes. Given that China is moving towards the ambitious goal of widespread adoption of AI in public administration, security and military fields, the U.S. government should modernize its processes, safely deploy cutting-edge AI tools at the speed of the private sector, and achieve the efficiency expected by the American people."
Kevin Green, chief operating officer of AI banking startup Hapax, told AI Business that OpenAI's opinion represents a general need for freedom of innovation as the entire industry is still determining its future path for artificial intelligence. He believes: “From the government’s perspective, there is no time to stand by. The government needs to embrace this technology, not only to understand the challenges and risks, but also to see the opportunities.”
To this end, OpenAI emphasizes the importance of developing a regulatory framework that is free and conducive to artificial intelligence innovation. “If we limit AI innovation, we will miss this obvious fastest path,” he said. “The policy that limits startups’ ability to discover the next great application will not only hurt us economically, but also our position in global technological leadership. AI will change everything and we need to think carefully about how to develop it.”
It is reported that US President Trump signed an executive order in January this year, declaring that "maintaining and strengthening the United States' dominance in the global field of artificial intelligence is the United States' policy", and then ordered the formulation of an artificial intelligence action plan. The plan aims to identify policy actions to strengthen the U.S. position in the global field of artificial intelligence and is expected to be submitted to the president in July.
