Recently, the Hong Kong Generative Artificial Intelligence R&D Center (HKGAI) officially released the HKGAI V1 big model with the support of the "InnoHK Innovation Hong Kong R&D Platform". This landmark release marks an important step in Hong Kong's field of artificial intelligence and becomes the first city to have a local AI model. The HKGAI V1 big model is based on DeepSeek full-parameter fine-tuning technology. After continuous training and optimization, it successfully achieved the first localization of DeepSeek in Hong Kong. While retaining the basic capabilities of DeepSeek V3 and R1, this model integrates Hong Kong's local knowledge and value cognition, fully supports Cantonese, English and Mandarin, and can better meet the diversified needs of Hong Kong and overseas markets. The HKGAI team quickly built a complete DeepSeek ecological post-training technology system in a short period of time, and completed localized training based on Hong Kong local data, forming Hong Kong's largest local knowledge base for big models. The establishment of this knowledge base not only provides strong support for scientific research and commercial applications in Hong Kong, but also provides rich resources for future technological development. At present, under the coordination of the Digital Policy Office, about 70 departments of the Hong Kong SAR government have begun to try out the large-model auxiliary office system provided by HKGAI.
