Promote AI to empower the entire manufacturing process
The "Action Plan" includes five parts: overall requirements, main goals, key tasks, main measures, and safeguard measures. It aims to seize the strategic opportunities of artificial intelligence to promote a new round of scientific and technological revolution and industrial transformation, focusing on Quanzhou's artificial intelligence industry. The current situation and industry application needs promote the gathering of new technologies with rich scenarios, the promotion of new applications with massive data, the creation of new markets with product innovation, and the deepening of the integrated application of artificial intelligence in the real economy.
The "Action Plan" proposes that by 2026, Quanzhou City will continue to optimize the supply system of basic artificial intelligence elements, build a number of manufacturing and other key industry data resource libraries, accumulate a number of advanced artificial intelligence models in line with the characteristics of industrial development, and deeply integrate applications The scenarios have been continuously expanded, 20 municipal-level artificial intelligence innovative products and solutions have been cultivated, and 50 distinctive artificial intelligence application scenario demonstration projects have been created.

The main framework of "Several Measures" is divided into nine measures in three aspects: building a supply system for basic elements of artificial intelligence, cultivating excellent application scenarios and key products of artificial intelligence, and building an innovation carrier for artificial intelligence. It proposes a "real money" support and reward policy.
In terms of strengthening the construction of computing power centers, support and encourage the construction of computing power infrastructure such as artificial intelligence computing power centers and edge computing power centers, and create comprehensive facilities that integrate public computing power services, open data sharing, intelligent ecological construction, and industrial innovation gathering. A one-time subsidy of 5% of the construction investment will be given to the construction entities of infrastructure construction such as new (including expansion and upgrade) artificial intelligence computing power centers and edge computing power centers with more than 100P of artificial intelligence computing power, with a maximum of no more than 2.5 million yuan.
In terms of promoting artificial intelligence computing power rental services, for enterprises that use computing power resource rental services (including resource services, SaaS services, etc.) and the annual service fee exceeds 50,000 yuan, 30% of the actual expenses incurred (based on the invoice amount) Subsidies will be provided to enterprises that use them, and the maximum cumulative annual financial subsidy at the municipal and county levels for a single enterprise shall not exceed 300,000 yuan.

In terms of creating excellent artificial intelligence application scenarios, each candidate selected as an excellent municipal artificial intelligence application scenario will be awarded 100,000 yuan.
In terms of supporting artificial intelligence-empowered consumer terminal products, each product selected as an outstanding "AI+ consumer terminal product" will be awarded a reward of 50,000 yuan.
In terms of supporting artificial intelligence industrial application technology products, support the research and development of innovative automatic identification equipment, human-computer interaction systems, industrial robots and other artificial intelligence industrial application technology products for the manufacturing industry. Those that are recognized as municipal artificial intelligence industrial application technology products for the first time will be given a one-time 100,000 yuan subsidy. For the purchase (or lease) of the first artificial intelligence industrial application technology product that has been actually used within the enterprise (or has been actually leased for 1 year), the enterprise will be given 5% of the purchase cost (or 1-year lease cost), with a maximum limit of 100,000 yuan. subsidy. County-level finance can refer to supporting subsidies in conjunction with industrial development.
In terms of promoting artificial intelligence cloud service products, companies that purchase (or lease) artificial intelligence cloud service products with annual service fees exceeding 50,000 yuan will be given a subsidy of 30% of the company's purchase cost (or one-year lease fee), with a maximum of 100,000 yuan.
In terms of supporting artificial intelligence training, a maximum of 50,000 yuan will be provided for planned artificial intelligence training projects based on the results; a maximum of 250,000 yuan will be provided for off-site training outside the province.

Support enterprises to jointly establish manufacturing innovation centers in the field of artificial intelligence with universities, scientific research institutes or industrial park platforms, and provide one-time rewards of 10 million yuan and 5 million yuan respectively to newly recognized national-level and provincial-level manufacturing innovation centers.
At the same time, we support key technological innovations in the field of artificial intelligence and encourage enterprises to join forces with scientific research institutes, universities and research institutions to focus on key technical needs in general large models, artificial intelligence chips, intelligent robots, big data analysis, digital twins and other fields, and undertake the task of "unveiling the list".
