1. Duplicate the layer and use Filter-Blur-Gaussian Blur, as shown below:

Then give the copy layer, use Image-Adjustments-Hue/Saturation, set as shown below:

3. Change the blending mode of the copy layer, brighten it slightly, and use Image-Adjustments-Curves, as shown below:
