1. Open the picture to be framed, use the rectangular marquee tool to select a selection smaller than the picture, as shown in Figure (1), and then press Ctrl+shift+i to invert the selection, as shown in Figure (2).

2. Press the Q key to enter the quick mask, as shown in Figure (3), and then execute Filter - Pixelate - Color Halftone. The maximum radius is 12 pixels, and each channel is 1, as shown in Figure (4). Perform Color Halftone. The effect after adjusting the filter is as shown in (5).
