1. Open the original image, copy one layer, go to Image----Adjustment----Decolorize, then run Filter---Blur---Special Blur, and select Soft Light as the layer mode.

2. Use CTRL+J to duplicate two more character blur layers and duplicate three layers.

3. Finally, decorate and decorate.
