6. Create a new layer and fill it with dark blue. I used this color scale of 0404a7, the mode is exclusion, the opacity is 50%, and the fill is 50%. (The values are only for reference. You can see what suits you. You don’t have to use this value).

7. Create a new layer, press ctrl+alt+shift+e to stamp the layer, and ctrl+shift+u (remove color) mode to soft light!

Because I made a mistake in a numerical value when writing the tutorial! There is a slight difference between the effect and the rendering!! Of course it is very small!
