Final effect:
Pattern material:
1. Open the pattern material, edit - define pattern
2. Create a new document of 800*600, with the foreground color #162946 and the background color black. Select the gradient tool and use the radial gradient to drag out the effect in the picture.
3. Enter text and press Ctrl+T to rotate the text by a certain angle.
4. Open the layer style and add the outer glow style.
5. Add relief style (parameters are for reference only, you can set them by yourself)
