Let’s look at the effect first:

1. Create a new document with foreground color #00589d, background color #409ed3, and gradient fill from bottom to top (bottom is dark)

2. Create a new layer and fill it with gradient from top to bottom (the top is dark)

3. Execute Filter - Distort - Water Wave (parameters as shown in the figure)

4. Ctrl+T deformation processing
