Twitter Template is a configurable application template that provides a simple interface with a brushed chrome color scheme for displaying geolocated tweets. This template uses the Twitter search api to find and display geocoded tweets on the map. The Twitter API requires OAuth for authentication read more about Twitter authentication here. If you are setting up this template on your web server you will need to setup a proxy that makes requests and recieves results from Twitter without the client side app handling the oAuth authentication. There's a Twitter oAuth Search Proxy application written using PHP available on github that you can use. See the Twitter oAuth Search Proxy php for more details.

Common situations where you may exceed the URL length are using complex polygons as input to a task or specifying a spatial reference using well-known text (WKT). For details on installing and configuring a proxy page see Using the proxy. If you do not have an Internet connection, you will need to access and deploy the ArcGIS API for JavaScript documentation from developers.arcgis.com.
