1. Bidding and tendering management system
1. System introduction
The bidding and tendering management system is a simplified bidding system that provides informative support for enterprises to carry out bidding activities, optimizes the bidding process, reduces the work burden of bidding and tendering managers, and plays a great role in improving work effectiveness. The system is divided into five major modules: announcement management, bid management, bid evaluation management, system management, and system maintenance.
Basic process of bidding:
- Step 1: The tenderer (the tenderer is assigned by the system administrator) initiates the tender notice;
- Step 2: Bidders (the bidders are assigned by the system administrator);
- Step 3: The tenderer shall assign several bid evaluation users;
- Step 4: Whether the bid of the bidding unit of the assigned bid evaluation evaluation passes, one of the bid evaluation passes, and the bidding is completed, otherwise other bid evaluation members can continue to evaluate the bid;
- Step 5: The tenderer issues a winning bid announcement;
The system has four roles by default: administrator, bidding specialist, bidding specialist, bid evaluation specialist
- Admin (admin/admin): has the maximum permissions, can perform user creation, resource management, permission allocation and other operations
- Tendering Specialist (zby/zby): The tenderer account is assigned by the administrator and can initiate bidding announcements.
- Bidding Specialist (tby/tby): Bidder account is assigned by the administrator. You can browse the published bidding announcements and bid for interested bidding activities.
- Bid evaluation specialist (pby/pby): Bid evaluation account is assigned by the administrator, so bid evaluation can be carried out for activities that have completed bidding.

1. Announcement Management
The tenderer releases bidding announcement information according to project needs. 

2. Bid management
Bidders can view all current bidding information in the system and bid for bidding activities that they are interested in. 

3. Bid evaluation management
Bidding evaluators evaluate bidding for the bidding activities assigned to themselves 

4. System management
Includes two submodules: menu management and dictionary management
(1) Menu Management
The administrator manages the system's menu buttons and corresponding icons and other information. 

(2) Dictionary Management
Administrator manages system constants 

5. System maintenance
System management submodules: user management, organization management, role management, log query.
(1) User Management
Administrators dynamically manage the system's tenderers, bidders, and bidders 

(2) Role Management
Manage roles, add new roles, or change menus and buttons managed by existing roles 

(3) Organizational Management
Administrators maintain information for new or newer organizations in the system. 

(4) Log Query
The administrator checks the system log and reports it to the operation and maintenance personnel when the system is abnormal.
